    [The Church] Phrase: "For all have sinned,"
    Note: This is a statement of universal truth applicable in the Dispensation of the Grace of God. There is no distinction; both Jew and Gentile are included in the condemnation. This sets the stage for the revelation of God's righteousness apart from the Law (Romans 3:21). The 'all' here means all mankind, demonstrating that salvation must be based on grace and faith alone, since no one is righteous enough to merit it.
